A user with the Comment'On'Ticket right can add comments to a ticket.

This right can be granted to users in a global context, or on a queue-by-queue basis.

In a new RT installation, this right is granted to the Everyone group.

A user can also comment on a ticket if he has the ModifyTicket right.
