A user with the Watch right can add or remove himself as requestor or Cc watcher on tickets.
This right can be granted to users in a global context, or on a queue-by-queue basis. In a global context Watch right also gives facility to modify queue watchers.
The ModifyTicket or ModifyQueueWatchers right allows a user to add or remove himself as well, next to the other possibilities these rights give to a user.
(In rt4 at least, ModifyTicket does not grant Watch or WatchAsAdminCc abilities)
